• ZCC Embarks on Land-Based Revenue Modernization Project

    Zomba City Council has signed an agreement to implement the City Council Land-Based Revenue Modernization Activity, a project funded by the Millennium Challenge Account-Compact II.

    According to the Chief Executive Officer for Zomba City, Archangel Bakolo, the project aims at addressing the gap between current and potential land-based revenues.

    “The project will be implemented in four city councils, including Zomba and it will support various activities, including property mapping, valuation, and record automation” said Bakolo.

    Bakolo added that the project will modernize and digitize revenue collection, making it more convenient for our city residents.

    The project will promote economic growth since it will implement a Public Service Fund, allocating 19% of locally generated revenue to support city-level services like waste management, health and roads construction.

    Land Based Revenue Modernization project is closely aligned with the United Nations’ Sustainable Development Goals (SDGs) 11 which focuses on making cities and human settlements inclusive, safe, resilient and sustainable.

    The project’s activities will be implemented through four key components: Legal, Regulatory, and Procedural Transformation; Property Mapping, Valuation, and Record Automation; Institutional, Social, and Behavior Change; and Budget and Expenditure Management Support.

    These components will work together to increase land-based revenues, promote more productive land use, and improve the overall efficiency of land administration in Zomba City.

    The implementation of the City Council Land-Based Revenue Modernization Activity is expected to yield positive impact on the city’s revenue collection and overall development of the city.
